Windows installer not working

Customer is having trouble installing iTunes, likely related to Windows Installer. The following error occurs: 'The Windows Installer service could not be accessed. This can occur if you are running windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance.' Confirmed that the Windows Installer service is not started - updated for automatic start. Ran the Microsoft Cleanup utility. Fully removed iTunes using the cleanup utility to enable a clean install. Successfully reinstalled iTunes from scratch and confirmed working.
